Don Rodolfo-Francisco Orantos y Martín-Requejo (Albuquerque, June 11, 1962) is a Spanish jurist, academic, writer, and former politician who later pursued a career in business administration. He holds a doctorate in Public Law from the University of Extremadura—where he received the Extraordinary Doctorate Award—and also holds university qualifications in technical architecture, economics, and business administration, alongside studies in noble law, heraldry, and genealogy.

He served as a member of the Assembly of Extremadura between 1987 and 2003, initially affiliated with the Carlist Party (1977–1982) and subsequently with the People's Party (1982–2004); within the latter, he served as deputy spokesperson for urban planning, transport, infrastructure, housing, and construction from 1989 to 2003.

He has worked as an executive in Spain, Poland, and Chile. He is the author of over 20 works on dynastic and noble law, as well as articles published in national and international academic journals and papers presented at conferences.

Academic Background

Orantos y Martín-Requejo obtained a degree in Technical Architecture (*Grado de Arquitecto Técnico*) from the Higher Polytechnic School of Alfonso X el Sabio University (225 ECTS credits, 2000). He later completed an Official University Master's Degree in Social and Legal Sciences Research (specializing in Business and Tourism) at the University of Extremadura (2014), receiving the "Encina de Oro" Award for his master's thesis, titled *La necesaria regulación de la actividad económica y mercantil de la Real Familia Española* (The Necessary Regulation of the Economic and Commercial Activity of the Spanish Royal Family).

In 2015, he earned his doctorate in Public Law from the same university with the thesis *Un papel para la monarquía en la Unión Europea* (A Role for the Monarchy in the European Union), supervised by Professor María Teresa Cabezas Hernández. The thesis was awarded the grade of *Sobresaliente cum laude* and the Extraordinary Doctoral Award (2017). Concurrently, he obtained a University Master's Degree in Nobiliary and Honors Law, Heraldry, and Genealogy (2018) and two University Expert Diplomas in the same field from UNED. He also completed the Management Development Program at IESE (University of Navarra).

Political career

Between 1976 and 1982, he was active in the Carlist Party; from 1982 to 2004, he was a member of the People's Party (Partido Popular). He was elected as a deputy to the Assembly of Extremadura for the legislative terms spanning 1987 to 2003, serving as deputy spokesperson for the parliamentary group and holding responsibility for the areas of architecture, construction, telecommunications, infrastructure, urban planning, housing, and transport. He chaired the Committee on Victims of Terrorism (1998–1999). Since 2011, he has served as vice-president of the Association of Former Parliamentarians of the Assembly of Extremadura.

Teaching and research career

He has taught at the university level at the University of Extremadura (legal regulation of tourism organizations, 2014–2018) and the Universidad Católica Santa Teresa de Jesús de Ávila (dynastic and nobiliary law, 2020–2022). He is an associate professor at the Escuela de Organización Industrial (Ministry of Industry, Energy and Tourism) and a lecturer in civil and commercial mediation at the Asociación Española de Mediación (2012–2014). He has served as a territorial consultant for Chilean institutions (the Maule Institute of Regional Studies and the Idea Maule Foundation) since 2019. He is a professor at the Sociedad de Estudios Internacionales (SEI), an institution based in Madrid since 1934.

His research focuses on public, dynastic, noble, and constitutional law, with a particular emphasis on the Spanish and European monarchies. He has published articles in journals such as the *Anuario de la Facultad de Derecho* (University of Extremadura), *Revista de Estudios Turísticos*, and *Cuadernos de Ayala*.

Professional Career

He worked in the private sector as a technical director and administrator for companies involved in construction, real estate development, and local television in Spain, Poland, and Chile (1992–2011). He managed business groups specializing in land development and hotels, and served as an administrator for various companies in Extremadura, Madrid, Castile and León, and Poland.
